Utility Pre-craft Trainee Program

I passed the Local 11 test and am now waiting for my interview. I'm also on a local 18 waitlist for something called the Utility Pre-craft Training (UPCT) program. The program basically makes you wait for 3 to 4 years (I signed up a year and a half ago) on a list and when your name is called up, you become an non-exempt employee at LADWP. As jobs at DWP open up, UPCTs get preference.

The catch is that you cannot be a member of any other unions while waiting for the UPCT program. So I have to choose between IBEW local 11 and LADWP (potentially). Which one would you take and why?.

The UPCT program provides pre-apprenticeship training for entry-level workers who may be interested in careers with the utility, but don’t necessarily have previous experience. The program provides the opportunity for trainees to learn a wide variety of skills and allows them to explore various career options within the utility. The curriculum was developed by the LADWP in conjunction with the International Brotherhood of Electrical Workers (IBEW) Local 18.Key to the UPCT’s success was its multi-stakeholder process that included organizations with often disparate needs: the utility, environmental stakeholders, labor, and community groups. As a result, the program has strong support from a wide network of partners who have all embraced common goals.
